About the speakers
Presenter: Martha Buyer, principal of Law Offices of Martha Buyer, PLLC
Martha Buyer is an attorney whose practice is limited to the practice of telecommunications
law, where she has negotiated a variety of agreements between providers and both
corporate and government end users. She has provided a range of telecommunications
consulting and legal services, primarily geared to support corporate end-users’
work with telecommunications carriers and equipment providers. In addition, she
has worked extensively enable end users to navigate international, federal, state
and local regulatory issues, along with issues related to corporate telecommunications
transactions among and between carriers, vendors and end-users. Ms. Buyer’s expertise
lies in combining an understanding of the technologies being offered along with
contractual issues affecting all sides of the transaction. Prior to becoming an
attorney, Ms. Buyer worked as a telecommunications network engineer for two major
New York-based financial institutions and a large government contractor.
Since 2005, she has been the regulatory counsel for the Society of Telecommunications
Consultants, Inc., an organization of independent consultants who adhere to a rigorous
code of ethics. She has just recently completed 6 years as a board member of this
organization (http://www.stcconsultants.org). Formerly, she was a regular contributor
to Business Communications Review, and the legal columnist for Computer Telephony
and its successor, Communications Convergence. She is admitted to practice in New
York, Colorado, Wisconsin, and Massachusetts, and has offices in both East Aurora,

Chuck Serapillio is President and Founder of Cellution Inc., the largest dedicated

got his start as a highly successful national sales representative in the telecommunication
equipment market. Through his experience, Chuck gained a first-hand perspective
on the growing demand of cellular and mobile devices for use in business, and especially
the complex international mobile market. By necessity, he honed his knowledge and
expertise of the international wireless business market, and saw early on how important
controlling wireless expenses would become for corporate executives. He opened the
doors for Cellution in 2001, and has overseen growth consistently topping 140% over
the past four years.
Chuck has become one of the industry’s foremost experts on US and International
mobile expense management and compliance. He speaks frequently at industry events,
and has helped shape corporate wireless policy and expense tracking programs at
various Fortune 500 companies. When he is not advocating for better wireless expense
management on behalf of clients, Chuck enjoys spending time with his wife and two
kids. He is a graduate of the State University of New York at Buffalo.
